The short version: When you dispose of a vehicle, NZTA can refund the unused portion of your rego (hand in the plates, minus a small admin fee) and the unused distance on your RUC (for diesel and other RUC vehicles). It's not automatic β you claim it. For work utes and 4WDs it can be worth a few hundred dollars. Most people who scrap or sell an old car in West Auckland leave money sitting on the table without realising it. If you prepaid your registration, or you've got a diesel ute or 4WD with road user charges you haven't used up, NZTA can refund the unused part. Here's exactly how it works β and why it matters more out west than almost anywhere.
Two separate refunds β don't confuse them
There are two different pots of money here, and they work differently:
- Registration (rego) refund β the unexpired portion of the vehicle licence fees you've already paid.
- RUC refund β the unused distance on a road user charges licence, which applies to diesel vehicles (and other vehicles that pay RUC).
You might be owed one, both, or neither. Let's take them one at a time.
The RUC refund β usually the bigger one for a ute
Diesel vehicles don't pay tax at the pump. Instead they buy road user charges in advance, in distance blocks (commonly per 1,000 km). If you've bought more distance than the vehicle has actually travelled, that unused distance can be refundable when the vehicle is sold, deregistered, destroyed or exported.
How to work out roughly what you're owed:
- Check the distance your current RUC licence runs to (the number you last bought up to).
- Read the actual odometer.
- The difference is the unused distance you may be able to claim.
A couple of important rules from NZTA: you must apply within 2 years of buying the RUC licence, and there's a minimum claim amount (small leftovers may not qualify). Because West Auckland is full of trade and work vehicles that get RUC bought in big blocks, this is frequently worth a real amount.
The registration refund β hand in the plates
When you permanently take a vehicle off the road, you can cancel its registration with an MR15 (Application to cancel registration) form. NZTA may then refund the unexpired licence fees you'd already paid.
The key conditions:
- You generally need to hand in the number plates to get the licence-fee refund.
- A non-refundable administration fee (currently around $10.02) applies.
- Refunds are at NZTA's discretion and calculated on the unused portion.
So if you renewed a 12-month rego two months before the car died, there's a decent chunk still sitting there. If your rego was nearly expired anyway, the admin fee might eat most of it β in which case it's not worth the hassle. Do the quick maths first.
Worked example: a diesel Hilux headed for the wreckers
Say you're scrapping a diesel Hilux. You last bought RUC up to 240,000 km, but the odometer reads 236,500 km β so you've got 3,500 km of unused RUC sitting on the clock. At current RUC rates for a light diesel vehicle, that unused distance can be worth a meaningful sum (RUC for light diesels runs at a set rate per 1,000 km β check the current rate on NZTA's site).
On top of that, you renewed the rego four months ago, so there's roughly eight months of unexpired licence fees refundable when you hand in the plates, minus the ~$10 admin fee.
Add the two together and it's the difference between "just scrap it" and "scrap it and claim back a few hundred dollars you'd otherwise never see." Most people never do the second part. (Figures are illustrative β confirm current RUC rates and fees with NZTA.)
The one thing you must do at pickup
Photograph the odometer on the day the car leaves. That reading is your evidence for the RUC calculation. Do it before the vehicle is loaded and driven off β once it's gone, you can't go back and check. It takes five seconds and it's the difference between a smooth claim and a rejected one.
Step by step: claiming what you're owed
- Photograph the odometer at pickup (and note the RUC licence distance).
- Dispose of the vehicle properly β file the notice of disposal, or cancel the registration with an MR15 if you're claiming the rego refund. See our change of ownership guide.

- Apply to NZTA for the RUC refund (within 2 years) and provide your odometer reading and bank details.
- Get paid by direct credit to your NZ bank account.

What do I need to do before the car is picked up?
The single most important thing: photograph the odometer on the day the vehicle leaves. That reading is the evidence for your RUC calculation. Also keep your RUC licence details and, if you're cancelling rego for a refund, keep the number plates to hand in. We can talk you through it when we collect the car.
Do you handle the refund for me?
The refund is claimed from NZTA in your name, into your bank account β it's your money, not ours. Can I still claim if my car has no WoF or isn't running?
Yes. The refund is about unused rego and RUC, not the vehicle's condition. A non-running, unwarranted or unregistered vehicle can still have unused RUC on it. We collect vehicles in any condition across West Auckland and handle the disposal paperwork either way.
